EMS Olympics Rules & Regulations

Art. 1

1.       The 2006 Kentucky EMS Olympics will feature; BLS Individual and Team, ALS Individual and Team, Team Rescue.

2.       The Technical organization of the matches in the final competition of these EMS Olympic Tournament will be the responsibility of the Kentucky Association of EMT’s, Inc. (KAEMT)

Art. 2

1.       All the certified and/or licensed Paramedics, First Responders and EMT’s including student affiliate an appropriate EMS Training institution may participate in the EMS Olympic Tournaments, provided verification of their current certified level on either the state or National Level. Provisions may be made for exhibition competitors to participate with the approval of the KAEMT Board of Governors.

2.       In order to compete, the competitor, either individual or team shall fill in the official entry form and mail or give to the KAEMT. Only the entry forms that have been sent to KAEMT or delivered to the EMS Olympic Chair or Event Manager will be considered valid and taken into account. Any enrollment announced by phone, fax, or telegram shall be subsequently confirmed on the entry form.

3.       The Deadline for enrollment shall be listed on the application and determined by the Olympic Committee for the EMS Olympics.

Art. 3

1.       Entries for State Finals are automatic and are obtained from each Regional Competition. Each Region assigns the three (3) top qualifiers to compete in the State Finals as representatives for their region. Exceptions can be made by the recommendation of the EMS Olympic Committee with final approval of the Board of Governors.

2.       The quotas for team qualifiers for the final competition, each regional tournament are as follows:

a.       BLS Ind.               3 competitors                      1st place 2nd Place, 3rd Place

b.       BLS Team            3 teams                                1st Place 2nd Place, 3rd place

c.       ALS Ind.               3 Competitors                     1st Place 2nd Place, 3rd Place

d.       ALS Team            3 teams                                1st Place 2nd Place, 3rd Place

e.       Team Rescue        3 teams                                1st Place 2nd Place, 3rd Place

Each Team will be allowed one (1) alternate.

 The Regional tournaments, to be contested by three regions in the commonwealth of Kentucky March until April, shall serve as the preliminary competition for the Kentucky EMS Olympics. The best team from each competition plus any exhibition teams invited by KAEMT will qualify for state competition of the Kentucky EMS Olympic Tournament.

4.       Definite entries listing the names of each competitor shall be sent to KAEMT’s Olympic Committee.

5.       All Competitors shall have their certification/licensure accredited by the EMS Olympic Committee, in the names and function of each person.

6.       The first and second place and third place winners from each region automatically qualify for the final competition. Any other participating competitors can only participate as an exhibition event with prior approval of the Board of Governors of KAEMT. National or International competitors competing for trophies shall qualify the preliminary competition.

7.       The KAEMT EMS Olympic Committee for the EMS Olympic games shall form groups and/or groups for the regional competition by seeding and drawing lots. The dates of the regional preliminary competition shall be posted on the KAEMT web page.

8.       The decisions of the EMS Olympic Committee under the guidance of the Board of Governors of the KAEMT in the group formation and the duration of the preliminary competition shall be final and not subject to appeal. In the case of withdraws, the EMS Olympic Committee may change the groups in accordance in the provisions of par. 2

9.       The matches in each preliminary competition shall be played in accordance with one of the following three systems:

a.       In groups composed of several teams, or individuals with judging on a point system. One of the judges shall be assigned to act as the presenter of the case scenario and a minimum of three judges to grade the performance. The official shall maintain assigned position until the competition of specific event.

 Art 4

1.       The KAEMT EMS Olympics Committee for the Kentucky EMS Olympics Tournaments, appointed by President, will be responsible for the organization of the competition in accordance with the KAEMT By-Laws and its documents.

2.       The EMS Olympic Committee for the Kentucky EMS Olympics Tournaments may, if deemed necessary appoint a bureau and/or a sub-committee to deal with urgent matters. Any decision taken by the branch or subcommittee will come into effect immediately but will be subject to confirmation by the committee at its next meeting.

3.       The Olympic Committee for the Kentucky EMS Olympics Tournament will draw up the Kentucky EMS Olympics regulations, which will be subject to approval by the KAEMT Board of Governors.

4.       The Olympic Committee for the Kentucky EMS Olympics Tournament will, amongst other matters,  be responsible for;

a.       Recruit and select judging officials including the qualification set in advance to serve as officials for all regional and state events.

b.       Set competitor’s entry fees

c.       Recruit sponsors

d.       judging infringements under the terms and conditions of this document

e.       replacing teams or individuals who have withdrawn from state events

f.        appointing location and dates for regional and state competition

g..       forming groups and /or sub-groups

h.         fixing the venues, dates and kick off times of the match system whenever national associations form agree

j.         supervising general preparations, deciding on the match system, the draws and formation of groups

5.       The decisions of the Olympic Committee for the Kentucky EMS Olympics Tournament are final. Decisions must not violate the provisions outlined in the current KAEMT by-Laws

Art 5

        1. Hosting Organizations have the right to enforce all rules and policies regarding the standards within there   facility, in regards to the committee members, spectators, competitors, and organizational members, or any needed personnel on there facility grounds

        2 The KAEMT representative appointed by the President of KAEMT will be in charge of all operations ands make all final decisions including judging. At both regional and state levels

        3.  The KAEMT representative will be in charge of the competition only and will be the governing body for each regional and state final.

        4. Sites are picked on centralized location and hotel availability

        5. The Olympic committee is made up at least 3 members with no more than 10; all must be Members of KAEMT

        6. Organizations who wish to host a regional must submit the request to the Chairman of KAEMT before October 31st of the prior year

        7. The committee is solely and only responsible for the competition itself and in no way endorse consumption of alcoholic beverages.

       8. Any unsafe practice by anyone on competition sites will be cause for removal of the person or persons having unsafe practice.

       9.  Hosting organizations will furnish at least 3 people to assist the Committee

     10   Hosting organizations may not charge a fee to vendors that have already given to the Olympics

     11.  The committee will provide all judges, judges’ sheets, and logistics for the competition

     12.  The committee will provide all advertisement

     13.   The Committee will provide applications and accept them

     14.   Hosting Origination will furnish a site equipped with a place for competition, lockup, and a vendor area

     15.   The committee will accept all money from fees and vendors with the KAEMT Treasure being the person to disburse funds and by the KAEMT representative

    16.   The KAEMT Chairperson will have final call on all matters pertain to the competition.

    17.   Committee members may compete but they may not be involved in the organization at the region they are competing in

    18.   Hosting organizations may raise fees from local sponsors and sell food and beverages (non-alcoholic) to raise money for local organizations

Art. 6

1.        All competitors must fill out and submit an application

2.        No applications will be accepted without payment in full

3.        All competitors will follow all rules laid out for them during the competition

4.        All competitors must be in lock-up by the assigned time or will not be allowed to compete and will not receive a refund

5.        Each person competing will be charged a fee as outlined on the competition application. This includes individuals and teams

6.        There will be no entry fee for the state finals.

7.        There will only be first and second place awards and third place given for each regional and final event

8.        Snacks and meals will only be served to competitors in lockup at no cost to the competitors

9.        All persons competing will be required to bring whatever personal protective equipment they will need ( all efforts will be made to assist them in obtaining these items but there will be no guarantees)

10.     Rules for ALS Team

a.        Teams will consist of 2 members

b.       One team member must be at least a Paramedic Graduate, other can be an EMT-B, EMT-PG or EMT-P

c.        Teams will be in Lockup at Proper time or be removed from competition

d.       Teams Will be judged on American Heart Association Standard

e.        Teams will be judged on BTLS Standard

f.         Teams will be judged on ATLS standard

g.       Teams will compete in the order they are drawn by number 1 through 10 with 1 being first

h.       Time limit for competition will be 12 minutes

11.     Rules for ALS Ind.

a.        Must be at least a Paramedic Graduate

b.       Must be in Lockup at Proper time or be removed from competition

c.        Will be judged on American Heart Association Standard

d.       Will be judged on BTLS Standard

e.        Will be judged on ATLS standard

f.         Will compete in the order they are drawn by number 1 through 10 with 1 being first

g.       Time Limit will be 10 minutes

12.     Rules for BLS Team

a.        Teams will consist of 2 members

b.       Both members must be at least an EMT-FR No Paramedics or Paramedic Gradutates

c.        Will be judged on DOT Curriculum

d.       Will be judged on BTLS Standards

e.        Will compete in the order they are drawn by number 1 through 10 with 1 being first

f.         Time Limit for competition will be 12 minutes

g.       Must be in Lockup at Proper time or be removed from competition

13.     Rules for BLS Ind.

a.        Must be at least an EMT-FR no paramedics or paramedic gradutes

b.        Will be judged on DOT Curriculum

c.        Will be judged on BTLS Standards

d.       Will compete in the order they are drawn by number 1 through 10 with 1 being first

e.        Time Limit for competition will be 10 minutes

f.         Must be in Lockup at Proper time or be removed from competition

14.     Rules for Team Rescue

a.        each Team will consist of at least 4 members with no more than 5 members

b.       Two members must be  at least an EMT-FR

c.        One member must be Incident Commander and let the judges know who it is

d.       One member must be assigned Safety Officer and may be the Incident Commander but must let the judges know

e.        All members must have current CPR Card

f.         Teams will be judges on BLS Skills, and rescue skills as needed for scenario

g.       All team members must be in full protective equipment

h.       All teams are responsible to bring or mail proof of level of training before competing

i.         Time limit for competition will be 15 minutes

17.  After Competitors have signed up to compete replacement competitors can only be assigned by the committee.

18.  Any competitor that does not Finish their scene will be disqualified if they say they quit. They will be asked one time if they quit, and if they answer Yes they will be disqualified.

Art 7 Judging Criteria

  BLS Judges Criteria

1.       May be an EMT-B with a minimum of  5 years field experience with some type of Instructor Status ( EMT-I, CPR, Fire Service Instructor)

2.       May be an EMT-B Instructor with at least 5 classes taught

3..       May be a EMT-P with 10 years experience ( without Instructor Status)

4.       May be an EMT-B with 10 years experience (without Instructor Status)

5.       May Be a RN with some type of Instructor Status ( PALS, ACLS, BTLS, or CPR)

6.       May be a Doctor with some type of Instructor Status (PALS, ACLS, BTLS, and CPR) and who is or has been a Medical Director for an EMS Service within the State of Kentucky.

7.       BLS Competition will be judged by at a minimum of at least 2 EMT’s or Higher level

ALS Judges Criteria

1.       May be an EMT-P for at least 10 Years ( without some type of Instructors Status)

2.       May be an EMT-P for at least 5 years with some type of Instructor Status ( ACLS, PALS, BTLS, or CPR)

3.       May be an  EMT-P Instructor with at least 2 Paramedic Classes taught within the State of Kentucky.

4.       May Be a RN with some type of Instructor Status ( PALS, ACLS, BTLS, or CPR)

5.       May be a Doctor with some type of Instructor Status (PALS, ACLS, BTLS, and CPR) and who is or has been a Medical Director for an EMS Service within the State of Kentucky.

6.       ALS Competition will be judged by at least 2 Paramedics that meet the above criteria

7.       ALS Competition will be judged by at least 2 paramedics who meet the above criteria.

Team Rescue Judging Criteria

1.       May be an EMT-B with at least 5 years experience with a Rescue Squad with some type of Instructor Status( CPR, or Fire Service Instructor )

2.       May be an EMT-FR with at least 5 years experience with a Rescue Squad with some type of Instructor Status( CPR, or Fire Service Instructor )

3.       May be an EMT-P with at least 5 years experience with a Rescue Squad with some type of Instructor Status( CPR, or Fire Service Instructor )

4.       May be an EMT-I with at least 5 classes taught

5.       May be a RN with 10 years experience and some type of Instructor Status ( ACLS, PALS, BTLS or CPR)

6.       May be a Doctor with some type of Instructor Status (PALS, ACLS, BTLS, and CPR) and who is or has been a Medical Director for an EMS Service within the State of Kentucky.

7.       May be a Fire Service Instructor with at least 5 years experience.

8.       May be an EMT- FR with at least 10 years experience

9.       May be an EMT-B with at least 10 years experience

10.   May be an EMT- P with at least 10 years experience

11..   Team Rescue will be judged by at least 2 EMT-P who meet the Criteria in section 1

Judges applications will not be accepted after November 30th of each year

All Judges will be selected by the Olympics Committee no later than December 15th of each year.

Judges will be selected on experience and status and the ability to attend all three regions and finals.

The committee will pay for at least one nights room when travel is necessary for each judge, but judges will share a with another judge. If a Judge wishes to have accommodations of their own half of the one nights room cost will be supplied by the committee. Judges will be supplied with pencils and clip boards and judges sheets for all competition.

Alternate Judges may be selected and notify in case of an emergency.
